What is the Local 52 Council?

Council is comprised of Local 52 members who volunteer to meet on a monthly basis, or as needed, to discuss important Local matters, vote on motions, plan events, work on various committees, and more.

When are council meetings?

Council meetings are generally held on the first Monday of every month, from September to June. They are right after work for most workers - at 5 pm - and dinner is served at 4:30 pm..

Can I attend a meeting, even if I'm not a council member?

Of course! All Local 52 members are welcome to council meetings. Just send the Local 52 secretary a quick message letting us know you would like to come to a meetings. Details will be shared and we'll see you then!

How can I become a council member?

To become a council member, you will need to attend your Chapter's Annual General Meeting (AGM) and either nominate yourself or get a friend to nominate you when the call for nominees is made. Chapter AGMs are typically held during Reading Week in February. Check our Events listing for upcoming dates. Better yet, sign up for your Local 52 mailing list and you'll be notified when the next AGMs are announced!

What is a Chief Steward?

Role of the Chief Steward - AUPE Local 52

The Chief Steward is responsible for addressing member concerns and issues.


This is a liaison position between our AUPE Membership Services Officers, Local Stewards, and members. It is the Chief Steward’s role to make sure all members are treated with respect and their concerns taken seriously. Issues are dealt with promptly, sound advice and guidance given. Member information is kept confidential. It is important the Chief Steward has an in-depth understanding of our Collective Agreement, University Policies and Procedures, as well as all relevant Government of Alberta Agreements.


When there are large numbers of meetings happening in the same week it is the task of the Chief Steward to coordinate representation, so members are not left without AUPE support. A member will receive 24 hours' notice of an upcoming meeting with The Employer. Local Stewards are given the opportunity to attend member meetings as per Article 9 in our Collective Agreement, "Time Off for Union Officers & Members."


Accurate written note taking and record keeping is necessary in every meeting. When a Grievance is advanced to Arbitration, all Steward notes need to accompany a member’s grievance file to Edmonton for review by the Grievance Review Board.

Several years ago, this vital role of Chief Steward became a full-time position through the Collective Bargaining process. I am the third person to be elected to the post by our Local Stewards. The election for the Chief Steward is held every two years, usually in June.

Article 18.03 - Other Component Positions


When a component has any of the following positions, their duties will include the following:


(a) Chief Steward


i) The Chief Steward shall act as the coordinator of Steward activities and shall maintain active liaison with the Headquarters of the Union.


ii) The Chief Steward shall be elected by and from the appointed Union Stewards of that component, and shall serve a two-year term. Elections shall be held in the same election year as that of the President of the Union.

AUPE is Alberta's largest union with more than 95,000 members. In 1919, the Civil Service Association of Alberta, AUPE's predecessor, was founded, representing provincial government workers. AUPE was born in 1976, and since then the union has grown to become the province's largest and most diverse, with members working in government, health care, education, boards and agencies, municipalities, and private companies.


AUPE is made up of many Locals. Local 052 represents Support Staff at the University of Calgary.
